Classificação de países por perseguição

A Portas Abertas desenvolveu a Classificação de países por perseguição com base em suas experiências de campo, pois precisava de algum padrão para comparar a situação da Igreja cristã em vários países. Por exemplo: como comparar a perseguição na China com a da Arábia Saudita? Esse padrão precisava ser o mais objetivo possível. E a Classificação tornou possível distinguir situações e delinear prioridades para ações e projetos. Esse é o valor fundamental do levantamento: uma forma de determinar onde a necessidade é mais urgente.

O trabalho é renovado todos os anos pelo departamento de pesquisa da Portas Abertas Internacional e visa fundamentar as ações empreendidas no campo. Embora os métodos empregados na confecção da Classificação procurem ser o mais fidedignos possível, a lista não tem a pretensão de ser vista como um trabalho acadêmico strictu sensu. Desse modo, a Portas Abertas recomenda aos usuários que tomem a Classificação mais como um elemento de mobilização e conscientização do que como um relatório acadêmico.

Como a Classificação é formada

Ao chegar a um país, a Portas Abertas procura os cristãos locais e lhes pergunta como pode ajudá-los. Em 95% dos casos, esses cristãos pedem oração. O segundo pedido sempre é por Bíblias, materiais de estudo e treinamento.

A Portas Abertas seleciona os países que irá ajudar a partir dos seguintes critérios:

• A Igreja local pode extinguir-se caso não haja ajuda externa
• A obtenção de Bíblias não é possível por meios oficiais
• Existe possibilidade logística (condições de transporte, armazenagem e distribuição dos materiais)
• O país está em localização estratégica e recebeu a solicitação de irmãos locais

A Portas Abertas não atua nos 90 países pesquisados. Também não são necessariamente desenvolvidos projetos nos 50 países da lista, mas dentre os 90 países, cerca de 50 possuem projetos de campo sendo desenvolvidos pela Portas Abertas.

Atualmente, a pesquisa é realizada por meio de alguns contatos, mas a Portas Abertas Internacional está em vias de obter o apoio de um órgão externo que endossará a lista. A Classificação hoje é o resultado de um questionário específico, desenvolvido com perguntas padronizadas sobre:

• A situação legal dos cristãos no país
• A atitude do regime político em relação à comunidade cristã
• A liberdade da Igreja para organizar eventos
• O papel da Igreja na sociedade
• O tratamento de cristãos considerados individualmente
• Outros fatores limitadores da vida de igrejas e cristãos. 

As respostas a essas questões oferecem um bom vislumbre sobre a falta de liberdade de opção religiosa e prática da fé. Há 49 questões desse tipo para serem respondidas. São perguntas de múltipla escolha e a cada resposta é atribuída uma avaliação em pontos.

Quanto mais pontos um país recebe, pior a situação. Dessa forma, a Portas Abertas resolveu o problema de comparar países entre si e montou uma lista com maior objetividade. Com uma rede internacional de informantes, a organização publica uma atualização da lista todos os anos.

Os dados são coletados por meio de alguns contatos:

• As igrejas locais nos países onde há perseguição, a fonte mais importante de informações
• As bases de projeto, que informam sobre os países onde trabalham
• Especialistas em várias áreas de conhecimento nesses países
• Viajantes, que são convidados a colaborar com suas impressões sobre a situação atual do país
• Funcionários da Portas Abertas Internacional, que levam o questionário em suas viagens e pedem a diversos contatos que o preencham.

O procedimento é executado desde 1993. Desde janeiro de 2003 a Classificação de países por perseguição é atualizada uma vez ao ano.

To you Carry Open it developed the Classification of countries for persecution with base in your field experiences, because he/she needed some pattern to compare the situation of the Christian Church in several countries. For instance: how to compare the persecution in China with the one of Saudi Arabia? That pattern needed to be the more possible objective. And the Classification turned possible to distinguish situations and to delineate priorities for actions and projects. That is the fundamental value of the rising: a form of determining where the need is more urgent.  

The work is renewed every year by the department of research of the International Open Doors and it seeks to base the actions undertaken in the field. Although the employed methods in the making of the Classification try to be the most trustworthy possible, the list doesn't have the pretension of being seen as a work academic strictu sensu. He gave way, to you Carry Open it recommends the users that take the more Classification as a mobilization element and understanding than as an academic report. 

  As the Classification is formed 

When arriving to a country, to you Carry Open search the local Christians and he/she asks them how it can help them. In 95% of the cases, those Christians ask for prayer. The second asked it is always for Bible, study materials and training.  

 

To you Carry Open it selects the countries that it will help starting from the following criteria:  

·         the local Church can extinguish in case there is not help it expresses  

·         the obtaining of Bible is not possible for official means  

·         it Exists him possibility logistics (transport conditions, storage and distribution of the materials)  

THE country is in strategic location and it received the local siblings' solicitation to you Carry Open it doesn't act at the 90 researched countries. They are not also necessarily developed projects in the 50 countries of the list, but among the 90 countries, about 50 they possess field projects being developed by the Open Doors.  

Nowadays, the research is accomplished through some contacts, but to you Carry Open International it is about to obtain the support of an external organ that will endorse the list. The Classification today is the result of a specific questionnaire, developed with questions standardized on:  

·         the legal situation of the Christians in the country  

·         the attitude of the political regime in relation to the Christian community  

·         the freedom of the Church to organize events

THE treatment of Christians considered individually   the Other factors limits of the life of churches and Christians.   Answers the those subjects offer a good glimmer on the lack of freedom of religious and practical option of the faith. There are 49 subjects of that type for they be answered. They are questions of multiple choice and to each answer an evaluation is attributed in points. 

The more points a country receives, worse the situation. In that way, to you Carry Open it solved the problem of comparing countries to each other and it set up a list with larger objectivity. With an international net of informers, the organization publishes an updating of the list every year.  

The data are collected through some contacts:  

The local churches in the countries where there is persecution, the most important source of information  the project bases, that inform on the countries where work  the Specialists in several knowledge areas in those countries   the Travelers, that are invited to collaborate with your impressions about the current situation of the country  the Employees of the International Open Doors, that take the questionnaire in your trips and they ask several contacts that fill out it.   

The procedure is executed since 1993. Since January of 2003 the Classification of countries for persecution is updated once a year.
